Runscription Maestry
The Runscription Maestry, often referred to as Runscriptia, are the record keepers of all of Cirrus Ethereal. All things from birth to death certificates are recorded by the Maestry. Most importantly are property records.

The Runscription Maestry of Ager Ethe and Oler Althe are two different hands of the same structure. They make it very clear it must be differentiated when each of their libraries were established. In Ager Ethe it is y.0, in Oler Althe it is 2741 i.c.L.
Ideology
All which is important to the lives of our people must be recorded and preserved to protect them and their assets.
Sphere of Influence
None. Although it is nearly impossible to not have a record. In many cases people are not sure how they collect the information, but it all may be found with the right authorization pass for any given note of record.
Reputation
The accuracy of their archives are considered perfectly aligned with the truths recorded in them. It has yet to be proven otherwise, nor should you make light of this precedent in your campaign.
Leadership
The Leadership is a council who rarely do more than audit information for accuracy. It is said they spend their days reading true information and that not any one of them, in the five thousand years they have been in operation, has found a single mistake.
Membership
The Maestry has around a thousand vested employees.
Faction Correlations
All of the factions depend on the Maestry to maintain records, especially those of assets or account audits as a validation of accountability.

Runscriptia is non political, but may be accessed in any sufficiently large town and in any of the cities.
