Charity
A system which includes charitable factions to prevent bottom line fallout is a system far more capable of survival than one who eradicates weakness by neglect. The established charities suffer from corruption occasionally, but they are under constant scrutiny and rarely remain compromised. These factions raise those who have nothing and keep them from falling due to other systemic issues. The mega organizations support these systems as ordained by the emperor.
